The strategy for VMWare Cloud providers remains much the same as in previous years, focused on developing the portfolio of capabilities and solutions for Cloud Builders (rental portfolio) and asset-light Managed Service Providers (MSP portfolio). From building a VMware-based Infrastructure as a Service platform and expanding to application platform services and Sovereign Clouds, to delivering VMware SaaS services such as Workspace Anywhere either complementary or stand-alone.
- Addressing continual momentum and market leadership of Sovereign Cloud, with the VMware Sovereign Cloud initiative that recognizes 20 Cloud Partners (100% growth in the last year) that can uniquely secure, protect and manage sensitive workloads.
- Addressing delivery of Infrastructure for cloud builders with VMware Cloud Foundation aims to make Cloud Provider cloud simple, offering consistency with deployment, security, scalability, and rapid deployment, complimenting this the NSX Advanced Threat Protection portfolio delivers unparalleled security and NSX Advanced Load Balancer delivers more monetization opportunities. Infrastructure endpoints for MSPs are now extended with a greater choice of cloud endpoints including VMware Cloud on AWS, Google Cloud VMware Engine, and Azure VMware Solution also supported with Cloud Director service and simpler migration to the cloud with one-click migration.

Continual changes in the geopolitical landscape, concerns about foreign authority over national data, and the desire to drive economic growth from data for Sovereign nations are the main Sovereign Cloud drivers.
With our unique multi-cloud strategy and partnerships, VMware is uniquely positioned to establish itself as a thought leader and encourage customers to pay close attention to this sovereign cloud trend. VMware, an established thought leader regarding the concepts of a sovereign cloud, helps partners architect an efficient, software-defined sovereign cloud, and finally helps government and regulated industry customers connect their cloud requirements with VMware cloud partners designated as “Sovereign Cloud”.
VMware’s Sovereign Cloud Initiative delivers a Sovereign capable solution stack composed of core VMware platform solutions; vSphere, NSX-T, and vSAN, with additional and optional Cloud Provider components like Cloud Director, app modernization solutions from the Tanzu portfolio and complimented with Sovereign ready ecosystem provider capabilities such as Veeam for Backup services, Cloudian Sovereign domain Object Storage services, Fortanix Key Management services, and Caveonix Risk and Compliance services.
The solution stack enables Cloud Providers to deliver infrastructure and application services with additional managed services for reporting, security, compliance, Key management, encryption, and data protection, and of course next generation application modernization with Tanzu and NVIDIA GPU services.
VMware Sovereign Cloud providers have self-attested to a 20-point Sovereign Cloud criteria designed by VMware and must be renewed yearly. These compliance criteria have been carefully constructed around a framework defining key characteristics to which a cloud can be attested as sovereign. These characteristics include data sovereignty and jurisdictional control, data access and integrity, data security and compliance, data management and independence, and data innovation and analytics.
In this manner, VMware Sovereign Clouds are different from commercial hyperscale clouds, as Sovereign Cloud ensures data sovereignty and jurisdictional control in two fundamental ways:
- Data is subject to the jurisdictional control and authority of the nation or pan-national entity (such as the EU) where that data was collected, and other jurisdictions are unable to assert authority over the data.
- ALL data (e.g., customer data, metadata, escalation data, account information, etc.) is resident and controlled within that jurisdiction.
Commercial Hyperscale clouds however do have a place in the Sovereign ecosystem as “trusted” for encrypted confidential data but cannot be “Sovereign” for restricted data classification. Trusted cloud principles, established in 2021 by many commercial public clouds involve partnerships with governments and incumbent providers (aka Franchise clouds) around the world to resolve international conflicts of law that impede innovation, security, and privacy, and to establish and ensure basic protections for organizations that store and process data in the hyperscale cloud. VMware is fully aligned to these Trusted Cloud principles and as of 2022, now includes Trusted Cloud partners as having relevance, critically, depending on data classification requirements.
Considering 20 Sovereign Cloud partners need to drive innovation in data monetization and secure sharing of data, VMware has invested in enabling Cloud Providers with the VMware Data Solutions portfolio including caching services with VMware GemFire, messaging with VMware RabbitMQ, databases with VMware SQL, and warehouse services with VMware Greenplum. VMware aims to deliver Data Solutions in Cloud Director using the Data Service Extension, with the initial capability supporting RabbitMQ and subsequent releases building more Tanzu Data Services into Cloud Director. In addition, the Tanzu Kubernetes GRID (TKG) multi-cloud and vSphere versions as well as Tanzu Standard availability for Sovereign dedicated and shared cloud environments. For Sovereign Cloud Providers using VMware Cloud Director, additional services can be derived from the VMware Marketplace and custom/3rd party applications in a simple application platform as a service offering with the VMware App Launchpad. Container Service Extension (detailed below) is the interface for Cloud Director to Tanzu Container as a Service capability and to address Sovereign Cloud isolated domains VMware aims to deliver on SaaS isolation of the Tanzu Mission Control platform, known as Tanzu local, with Cloud Director.
Driving additional growth in accelerated compute services in Sovereign Clouds, VMware has partnered with NVIDIA to deliver accelerated compute as a service for AI/ML and desktop virtualization. This is available in multi-tenant mode with integrated Cloud Director GPU profiles or can be standalone for private clouds with existing vSphere support.
VMware capabilities for Sovereignty have already been demonstrated in many projects; for secured Public Sector Cloud investments, and for critical data exchange platforms. For example, in the EU, VMware is a Day-1 member of Gaia-X and the Tanzu data services hosted on VMware infrastructure have been used for several Gaia-X demonstrator projects.
VMware actively promotes Sovereign Cloud initiative partners to help drive growth in their platforms.
Cloud Builders
Cloud Director and App modernization platform
VMWare Cloud Director has a proven history of providing operational improvements and new capabilities for customers and is deployed by 80% of our top 200 providers. It continues to accelerate growth beyond the non-Cloud Director partners.
VMware Cloud Director is a service delivery platform that uses logical constructs to facilitate multitenant virtual infrastructure resources and application services to self-service tenants. Cloud Providers need optimization of hardware assets to maximize margins and return. To do this, they need to share resources securely with multiple tenants, providing both private and public hybrid clouds. There is a huge opportunity for cloud providers in a growing market for cloud services.
VMware Cloud Director 10.4 has several major enhancements whilst building on NSX migration and compatibility for NSX-T Data Center, also delivering new service capabilities. Network and particularly focus on NSX Data Center for vSphere (NSX-V) to NSX-T Data Center parity is now achieved making it simple for Cloud Providers to migrate to the latest versions of Cloud Director and still provide the same networking services as prior delivered using NSX-V.
NSX Advanced Load Balancer features are now available directly in the UI and API as well as Terraform provider, enabling Cloud Providers to deliver advanced load balancing services for traditional and modern application infrastructures. In addition to this, the new vRealize Operations Management Pack for NSX Advanced Load Balancer allows Cloud Providers to intelligently monitor and troubleshoot NSX Advanced Load Balancer instances and their entities for smooth operations management.
VMware Cloud Director can now address accelerated compute requirements with integration to vSphere-supported NVIDIA GPU and NVIDIA Global Catalog applications and supported GPU operators. This is a game changer for Cloud Providers, with AI/ML growth in the cloud many customers need the platform to support these capabilities and now no longer must invest in expensive on-premises GPU or move to a commercial public cloud to obtain these services. Cloud Director goes one step further delivering multi-tenanted GPU as a Service using innovative GPU profiles Cloud Providers can service any size slices of GPU to potential customers.
Of course, Cloud Director needs to support application modernization and Kubernetes services. This is delivered with Tanzu Kubernetes Grid, via the Container Service Extension. The Container Service Extension provides an abstraction on top of Tanzu so developers can use native K8s API and drive K8s cluster services into their infrastructure, Using TKGm templates Container Service Extension delivers Kubernetes with all the Tanzu extras making the delivery of a cluster much faster and operationally simpler to manage. Version 4.0 of the Container Service Extension (CSE.NEXT) will bring significant capabilities for Tanzu Kubernetes Grid Containers as a Service through Cloud Director.

Looking to the future of Cloud Director, version 10.4.1 will focus on providing support for vSphere 8 and more solution addons for independent software vendors to use with a new plug-and-play extensibility framework. This will help partners further differentiate their cloud service with a single control point for all services, whether VMware or 3rd party.
VMware Cloud Foundation
Enterprises continue to move workloads to the cloud; however, not all of them want to use shared infrastructure. These enterprise customers are looking to hosted cloud providers for a more secure and flexible cloud infrastructure, able to run any application at any location. With VMware Cloud Foundation, customers get a full-stack platform for turnkey cloud solutions suitable for any application. VMware Cloud Foundation is built with industry-leading vSphere compute, vSAN storage, NSX networking and security, and lifecycle management.
When Cloud Providers standardize on VMware Cloud Foundation, they can deliver private cloud at scale. Automated bring-up and lifecycle management helps ensure faster time-to-market and delivers sustained compatibility/interoperability of the cloud software stack. Cloud Providers get simplified management and the ability to upgrade, scale-out, and scale up as your customers’ needs grow. while also providing a platform for modern applications.
Previous investment barriers in VMware Cloud Foundation footprint have been minimized with the introduction of support for a 3-node VMware Cloud Foundation architecture with Cloud Provider solutions. VMware Cloud Foundation 4.4 also introduced 2-node workload domains using NFS/FC/vVOL. 3-node is for the Optimized Consolidated architecture using vSAN that is combined Management and Workload in a single domain. This new supported architecture enables Cloud Providers delivering private clouds to offer a smaller and more appropriate cloud size for smaller customers. VMware Cloud Foundation dramatically shortens the path to the cloud. With increases in operational efficiency with lifecycle management, accelerated time to market, and reduction in overall TCO.
Cloud Foundation and Cloud Director
Cloud Providers can eliminate the need for expensive and complex purpose-built hardware, and improve performance and efficiency by converging compute, network, and storage on one common platform underpinning the building blocks for a private or public cloud. Using VMware Cloud Director and the Cloud Provider lifecycle manager (CPLCM), additional Cloud Provider components can be deployed and still receive lifecycle management. This means Cloud Providers can use Cloud Director above all VMware Cloud Foundation instances, delivering a secure multi-tenanted public cloud experience to customers, or Cloud Director can be delivered within the private Cloud Foundation instance for larger customers seeking Line of Business tenancy.
Partners who deploy VMware Cloud Foundation accelerate their time to market. This is achieved by eliminating complex processes around system design, testing, bring-up, configuration, and provisioning. Deployments are essentially low risk with quick, repeatable, secure deployments based on a standardized, VMware Validated Solution with scale and performance guidelines. Cloud Providers can deliver a future-proof infrastructure for customers and run any customer app (both traditional and cloud-native containerized) with the Tanzu. This all can be complemented with the Cloud Provider platform (VMware Cloud Director, VMware Usage Meter, VMware vRealize Operations) on top of the core VMware Cloud Foundation delivering enhanced cloud experience and services. CPLCM 1.3 delivers the Cloud Provider platform components to existing infrastructure and to net new deployments of VMware Cloud Foundation, minimizing configuration complexity, and interoperability issues delivering to VMware Validated Solution specifications.
Cloud Foundation and Tanzu
VMware Cloud Foundation (VCF) with Tanzu provides a consistent platform – one which is adaptive, scalable, and agile. Cloud Providers can run and deliver modern workloads across multiple clouds with enhanced operational simplicity. These capabilities deliver unprecedented flexibility and value to customer businesses who can spend more time on innovation and delivery and less time worrying about hardware readiness.
This bundled solution of VMware Cloud Foundation and Tanzu Standard from VMware for Cloud Providers delivers a universal platform that consolidates containers and VMs into a single stack equipped with developer-focused run-time services. VMware Cloud Foundation with Tanzu integrates and automates the networking, storage, and management components with the Kubernetes runtime into a suite of services called VMware Cloud Foundation Services and delivers it through a set of Kubernetes and RESTful APIs.
VMware Cloud Foundation with Tanzu also includes Tanzu Mission Control a multi-cloud Kubernetes operations management platform that, Cloud Providers can use to bring operational scale, governance, consistency, and efficiency to Kubernetes operations. This new offering allows Cloud Providers to expand and grow their multi-cloud services and attract new workloads onto their clouds, by leveraging the extensive capabilities and existing tooling that they have built for their customers.
Cloud Foundation on Dell vxRAIL
Partnering with Dell, VMware is now able to offer VMware Tanzu® Architecture for Dell EMC VxRail with the addition of Cloud Director from Dell using the Cloud Provider consumption metering. Dell Technologies and VMware’s joint solution simplifies Infrastructure-as-a-Service (IaaS) deployments, offering end customers a virtual private cloud with multitenancy features of VMware Cloud Director and simple implementation of VMware Cloud Foundation. The solution delivers on the promise of simple and rapid deployment of Tanzu-hosted Containers as-a-Service (CaaS, based on Tanzu Basic, Tanzu Standard, or Tanzu Advanced) with VMware Cloud Foundation and secured multi-tenancy with VMware Cloud Director, delivering a full-featured cloud provider stack.
Within this reference architecture, the hardware and VMware Cloud Foundation footprint are delivered by Dell Technologies, including Tanzu standard, and offered as a subscription model using Dell APEX for OpEx efficiency. Cloud Providers can leverage the unique financial models of APEX in financing the platform via a subscription model across hardware and software.
Containers/Kubernetes as-a-Service integrates seamlessly with native vSphere, so Cloud Providers can manage containers alongside virtual machines, leveraging their existing expertise with vSphere. Additionally, the Tanzu Reference Architecture for VxRail is a tested and validated design, featuring an agile release cadence that ensures a consistent platform in aiding digital transformation. Optionally Tanzu Data Platform is available, included in the validated solution for running SQL/NoSQL caching, messaging, and analytics, addressing scaling requirements for modern applications.
Security with NSX Advanced Threat Protection
Uplevel your cloud security stance! Security is still a number one customer concern with the cloud, VMware NSX provides a huge portfolio to bear to deliver visibility and enforcement across the attack chain with Access Control, Advanced Threat Protection, and Analytics and Management for modern application security and performance. NSX security features such as firewalls have been very successful in Cloud Providers with over 220,386 firewalls in production today! The new portfolio from NSX Advanced Threat Protection portfolio now includes NSX IDS/IPS, with Threat Protection or Advanced Threat Protection, is now available for our Cloud Providers (in Cloud Director using Security Groups) as well as security analytics and management including App flow discovery, rule recommendations, policy management, and network detection and response, all available today as managed services the Cloud Provider can deliver to customers.
Cloud Director Availability
Cloud Director Availability has been considerably enhanced to provide a simple one-click migration solution for customers to easily onboard, to a partner cloud or any of the supported cloud endpoints with Cloud Director service. Using underlying vSphere replication means the solution requires no agent deployments, a simple vSphere plugin, and easy configuration to get customers consuming either a Disaster Recovery or warm Migration service.
Cloud Director Availability 4.4 has also evolved to provide Disaster Recovery and Migration services now without the need to use Cloud Director, i.e. vSphere to vSphere DR and migration. Many Cloud Providers offer vCenter-based private cloud and need to provide critical Disaster Recovery and Migration services. This is now a feature available to Cloud Providers to help them onboard and protect these customers. It is differentiated from other solutions such as SRM as it is only a Cloud Provider solution, not available to enterprise customers. Cloud Director Availability 4.4 has also introduced great new capabilities such as 1-click Migration, making it incredibly simple for customers to migrate their workloads to the cloud provider or to Cloud Director service managing Google Cloud VMware Engine, VMware Cloud on AWS and Azure VMware Solution. New reporting capabilities including RPO compliance give visibility of replications and compliance to RPO windows, and Recovery plan reporting shows where completed execution steps and their status to ensure plans operate smoothly.
With Cloud Director Availability 4.4.1, there is now a simple migration path to the cloud (both Cloud Director and dedicated vSphere) for workloads operated by old vSphere versions.
VMware actively helps promote partners utilizing Cloud Director Availability using a DR Validated service to drive customers from the vSphere UI to a local DR validated partner.
VMware SaaS services
VMware Cloud Providers need to support customer multi-cloud strategies and VMware has done this by partnering and building support for VMware solutions with commercial public cloud vendors like AWS, Google, and Azure. VMware Cloud on AWS provides a VMware Cloud Provider with instant global capabilities, lower operational costs, and desirable AWS adjacency. The same is available for Azure VMware Solution and Google Cloud VMware Engine with much of the same values.
VMware Cloud on Dell EMC
Cloud Providers can now also utilize VMware Cloud on Dell, available through VMware Cloud Partner Navigator. Jointly engineered with Dell, and based on industry-leading vxRail appliances, it provides a fully managed hybrid cloud service that is delivered as-a-service to the data center and edge locations, offering a simple, secure, and scalable infrastructure.
VMware Cloud on Dell EMC addresses some key provider and customer challenges:
- Customer difficulty migrating workloads to the cloud due to data latency and performance requirements
- Customer requirement to keep workloads on-premises due to security or regulatory requirements
- Provider needing to focus on business-centric app management vs. managing the underlying infrastructure
- Provider having limited resources in traditional data center operations to support multiple models
- Pressure on Cloud Providers to deliver speed & agility with benefits of the cloud service model
- Customer app modernization requires speed & agility for new infrastructure setup and deployment
Cloud Director service
VMware Cloud Director service is a SaaS version of the proven VMware Cloud Director on-premises service-delivery platform. The service, available through VMware Cloud Partner Navigator, helps Cloud Providers gain better economies of scale and generate new value and revenue for their cloud businesses.
Having a consistent operational model for all cloud endpoints is a key requirement for minimizing operational costs and delivering a multi-cloud solution. VMware Cloud Providers can explore new opportunities by expanding their existing offerings to SMB and mid-tier customers and more cloud endpoints; VMware Cloud on AWS and Google Cloud VMware Engine as well as connecting the VMware Cloud Director service instance with the on-premises Cloud Director instance and/or vCenter instance endpoints to expand their environment.
VMware Cloud Director service delivers multi-tenant cloud resources over these endpoints. This could be used by a large organization for multiple lines of businesses, across multiple geographies and cloud endpoints or could be used to carve up the node-based endpoints (VMware Cloud on AWS, Google Cloud VMware Engine, and now Azure VMware Solution (in Initial Availability)) into logical resources of any size and sold to any size customer.
With VMware Cloud Director service now supporting VMware Cloud on AWS; Google Cloud VMware Engine, Azure VMware Solution (in Initial Availability), and on-premises vCenter instances, Cloud Providers have a single control plane to multiple endpoint cloud infrastructures. We are also pleased to announce that Google Cloud VMware Engine, Azure VMware Solution, and vCenter endpoints with VMware Cloud Director service support Disaster Recovery and migration using the integrated Cloud Director Availability solution, native to Cloud Director.
The latest addition is VMware Cloud Director service (CDs) support for managing Enterprise Multi-Tenancy (line of business) SDDC endpoints on Azure VMware Solution (AVS) as Initial Availability. Azure VMware Solution is a Microsoft service, sold and supported by Microsoft, verified by VMware, that runs on Azure hardware in Azure data centers, while Cloud Director service is sold and offered as a SaaS service operated by VMware, to VMware Cloud Providers and Enterprise customers. The Initial Availability for Azure VMware Solution with Cloud Director service will be for Enterprise customers only.
Tanzu
Tanzu Standard, now available to VMware Cloud Providers, brings additional monitoring and observability features based on open-source aligned components, backup and restore capabilities, and auditing and compliance features that truly enhance cloud-native application development and workloads on multi-cloud. With the Tanzu Standard edition and Cloud Director support (via Container Service Extension), Cloud Providers can be future-ready for more services enabled by the Tanzu portfolio.
There are many new inclusions in the Cloud Provider program to enable app modernization, these include the following:
- Tanzu Application Platform delivers comprehensive build and app lifecycle management
Tanzu Application Platform enables cloud providers to drive new service capabilities for a tenant’s application workloads using Tanzu Standard and Tanzu Mission Control with a comprehensive build and application lifecycle management platform for all customers’ modern application needs. Development, security, and operations (DevSecOps) teams will now have access to best-of-breed tools in the application development pipeline while creating and maintaining a secure, sustainable, and reusable pathway for modern applications throughout their lifecycle. As a result, they can develop, build, and deploy their applications more quickly and realize faster revenue generation for their company.
- Tanzu Mission Control (TMC) SaaS offering enables multi-cluster Kubernetes management across clouds.
Customers can provision and manage the lifecycle of Tanzu Kubernetes clusters, and/or attach any conformant clusters from any environment, such as public clouds, for centralized management. With all the clusters under the management of Tanzu Mission Control, users can observe through a single pane of glass and automate operational tasks, thereby achieving consistency, centralized lifecycle management, improved security and policy management, and compliance with Cluster inspection of their Kubernetes infrastructure and applications across clouds. This isolated service for Sovereign Cloud providers aims to deliver the rich management capabilities of Tanzu Mission Control, but within isolated secure environments for market segments such as government, healthcare, and finance.
- VMware Data Solutions delivers a portfolio of data-centric services for modern applications at scale.
VMware Data Solutions is a portfolio of caching, messaging, and database services that most modern applications need to deliver their service at a massive scale. By utilizing leveraging the capabilities of these services in the design of modern applications, Cloud Providers can help customer development teams improve performance, expand their application service capabilities, and deepen their data insights across their enterprise customers.
- VMware Application Catalog provides access to a validated, trusted, and secure private catalog of applications components
VMware Application Catalog offering leverages over 10 years of Bitnami experience, enabling Cloud Providers to offer true enterprise-grade open-source software application components for their customers, fully curateable and customizable to the needs of their development teams. Developers will no longer be at risk for introducing potentially insecure code into their code base, since VMware Application Catalog validates, secures, and continuously updates the open source software building blocks.
- Tanzu Observability delivers full-stack enterprise visibility for applications and infrastructure
Tanzu Observability is purpose-built to support the needs of modern cloud applications as well as traditional applications, at scale. Delivering full stack enterprise visibility by ingesting, analyzing, and visualizing metrics, traces, and histograms of distributed applications, containers, microservices, and cloud infrastructure. Tanzu Observability can apply powerful and flexible analytics in the form of Wavefront Query Language to provide key insights, observations, and alerts on the health and states of applications across multi-cloud partner cloud and public cloud environments.
- VMware Application Transformer simplifies traditional application migration to Kubernetes
Application Transformer for VMware Tanzu is a tool that aids organizations in discovering application types, visualizing application topology, choosing a modernization approach based on scores, and containerizing and migrating suitable legacy applications to enhance business outcomes. Using the capabilities of VMware Application Transformer, organizations can more efficiently realize their application modernization strategy, and become more agile in migrating their existing virtual machine applications to container-based solutions backed by Tanzu Standard and Tanzu for Kubernetes Operations in partner clouds.

Cloud Providers, using the supported validated solution reference architecture can install their Cloud Provider components on top, consisting of VMware Cloud Director, VMware Cloud Director Availability, VMware Usage Meter, and VMware vRealize portfolio, all of which can be consumed with the VMware Cloud Provider points model.
Finally, App LaunchPad service ties the Application Modernization portfolio together with support for on-premise VMware Cloud Director as a Cloud Endpoint to manage Catalogs and allow customers to use App Launchpad as an extension. Customers can self-manage their Content Catalogs, Helm Chart repositories (for example NVIDIA Global Catalog), application deployment settings, featured applications, and customize the App Launchpad User Interface for consumers. App Launchpad service makes it easy for you to deliver new applications and marketplace services across multiple sites from a single SaaS service. App Launchpad Service also offers an API Interface for Providers to automate Catalog management, and other operations
